The following report addresses actions taken by FNS to comply with the Consolidated Appropriations Act 2021 which directed USDA to establish a Task Force to study measures to streamline the redemption of WIC benefits in a manner that promotes convenience, safety, and equitable access to WIC supplemental foods for participants in the WIC program.

In September 2020, in response to a Congressional Directive, the USDA contracted with Insight Policy Research to conduct the Measuring the Cost of a Thrifty Food Plan in Puerto Rico study. The purpose of the study is to provide CNPP with options for measuring the cost of a TFP in Puerto Rico.

Resource | Research and Data | Participation Characteristics Characteristics of SNAP Households: FY 2019

The Characteristics report is published annually, dating back to 1976, and provides information about the demographic and economic circumstances of SNAP households. Using a sample of SNAP Quality Control data that is representative at both the state and national level, this report summarizes the characteristics of households and individuals who participated in SNAP in fiscal year 2019.  Because SNAP is available to most low-income households, participants represent a broad cross section of the Nation's poor.

Enrollment for the WIC Program in April 2018 totaled 7,837,672. Of this total, Whites accounted for 58.81%, Blacks/African Americans 21.54%, American Indian/Alaskan Natives 8.88%, Multiple Race 6.08%, Asians 3.78%, Hawaiian/Pacific Islanders 0.81%.

These reports describe individuals’ patterns of SNAP participation and analyze which factors were associated with their decisions to enter or exit the program. Both studies use data from the U.S. Census Bureau’s Survey of Income and Program Participation covering the period from 2008 to 2012.

Resource | Research and Data | Demonstrations Evaluation of the Effectiveness of Pilot Projects in Increasing SNAP Participation among Medicare's Extra Help Population

This study reports on a project launched in 2010 to pilot and evaluate innovative strategies to reduce SNAP participation barriers for low-income elderly by leveraging new data-sharing requirements related to Medicare assistance programs that help pay for prescription drugs or Medicare premiums. SNAP accesses the medical assistance program data and contacts those individuals that appear SNAP eligible. Grants were awarded to New Mexico, Pennsylvania, and Washington.
