The Food and Nutrition Service (FNS) is issuing this memorandum to notify WIC state agencies that the WIC Policy Memorandum #1994-9 WIC Exit Counseling Brochure, dated June 6, 1994, is canceled.

WIC Policy Memorandum #1994-9 implemented a provision in appropriations law that is no longer in effect. Therefore, WIC state agencies are no longer required to provide participants exit counseling and accompanying written material when they graduate (i.e., exit) from WIC. Exit counseling for pregnant, postpartum, or breastfeeding participants remains a best practice and may be documented as such.

Nutrition education, including exit counseling, is a benefit of the WIC program. FNS remains committed to supporting state agencies in providing nutrition education that supports WIC participants in establishing and maintaining lifelong nutritional health. As such, FNS encourages WIC staff to offer exit counseling before a pregnant, postpartum, or breastfeeding participant leaves the program.
