USDA authorized $25,000,000, on a competitive basis, to enter into cooperative agreements with state agencies to carry out Electronic Healthy Incentive Projects (eHIP) under USDA’s Framework to Transform the Food System.

Evaluation of the FY 2020 Healthy Fluid Milk Incentives Project

This report presents findings from the evaluation of the first Healthy Fluid Milk Incentives project. The project tested take-up of incentives delivered through coupons issued to SNAP participants when they purchased "qualifying fluid milk" with their SNAP benefits at four pilot stores in west Texas.

Healthy Fluid Milk Incentive Projects

The Healthy Fluid Milk Incentive project was established by the 2018 Farm Bill to promote milk as part of a healthy, balanced diet consistent with the Dietary Guidelines for Americans.

SNAP Healthy Incentives Pilot

The 2008 Farm Bill authorized $20 million for pilot projects to evaluate health and nutrition promotion in SNAP to determine if incentives provided to SNAP recipients at the point-of-sale increase the purchase of fruits, vegetables or other healthful foods. FNS refers to this effort as the Healthy Incentives Pilot or HIP.
