FD-060, Use of Donated Foods in the NSLP and Other Child Nutrition Programs (dated June 21, 2006) is cancelled. 

Today’s unpredictable economy has made it important to consider accounting for the fluctuating costs of goods and services that are beyond the control of either the school food authority or the vendor.

This memorandum is to clarify the relationship between delayed implementation of Provision 2 and use of a child’s prior year’s eligibility status for the first 30 operating days in the new school year (“carryover”).

We have been asked to address the appropriateness of providing information to contractors auditing school districts’ receipt of funds under the FCC’s E-Rate fund.

In response to several requests and to assist state agencies and school food authorities in their compliance efforts, we are providing the following prototype contract language requiring the return of purchase incentives to SFAs.

School food service programs such as we have in 1971 did not just happen over-night nor even during the past decade. Preceding today's programs is a long history of more than a hundred years of development, of testing and evaluating, and of constant research to provide the best in nutrition, nutrition education, and food service for the nation's millions of children in school. 

FNS sponsored the third SNDA study to provide up-to-date information on the school meal programs, the school environment that affects the programs, the nutrient content of school meals, and the contributions of school meals to students’ diets. Data were collected from a nationally representative sample of districts, schools, and students in school year 2004-2005. The nutrient content of school meals offered and served was compared to USDA’s current regulatory standards.

This memorandum clarifies FNS policy regarding the calorie and nutrient requirements for meals planned using alternate menu planning approaches.

We have received numerous questions regarding the electronic transfer of information in the administration of state-administered federal programs. This memo updates the Oct. 2, 2001 policy memo regarding electronic transactions in child nutrition programs.

Local educational agencies must verify applications in accordance with the procedures set forth in the above-cited memorandum. The above change will affect the reporting for Item 6 on the FNS-742, School Food Authority Verification Summary Report.
