Guidance on Protecting the Meaning and Value of American Citizenship (EO Order 14160) for Verification Requirements under the Personal Responsibility and Work Opportunity Reconciliation Act of 1996

Currently, the federal government is enjoined from enforcing EO 14160; however, section 3(b) of the President’s order directs the heads of agencies to issue guidance to implement the EO, and the Supreme Court has now allowed that part of the EO to take effect. This document, consistent with the President’s direction, provides guidance about how to implement the President’s order when it takes effect for those children.

Request for Information: Ultra-Processed Foods

FDA and USDA (we) are requesting data and information to help develop a uniform definition of ultra-processed foods (UPF or UPFs) for human food products in the U.S. food supply. A uniform UPF definition, developed as part of a joint effort by federal agencies, would allow for consistency in research and policy to pave the way for addressing health concerns associated with the consumption of UPFs.

USDA Announces Approval of D-SNAP for Arkansas Disaster Areas

USDA announced that people recovering from severe storms may be eligible for food assistance through USDA’s Disaster Supplemental Nutrition Assistance Program. Over 11,100 households in 14 counties in Arkansas are estimated to be eligible for this relief to help with grocery expenses.

Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA); Interpretation of “Federal Public Benefit”

This notice sets forth the interpretation that the U.S. Department of Agriculture uses for the term “Federal public benefit” as used in Title IV of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. In doing so, this notice supersedes any prior interpretation in any notice or other document issued by any USDA agency. This notice also describes and preliminarily identifies the USDA programs that provide “Federal public benefits” within the scope of PRWORA.

Secretary Rollins Prevents Illegal Aliens from Receiving Taxpayer-Funded SNAP Benefits

Today, in conjunction with the U.S. Department of Health and Human Services, Department of Labor, Department of Justice, and Department of Education, the U.S. Department of Agriculture issued notice to all relevant program partners making clear its interpretation of the term “Federal public benefit” as used in Title IV of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA).

Privacy Act of 1974; System of Records

Pursuant to the provisions of the Privacy Act of 1974 and Office of Management and Budget (OMB) Circular No. A-108, notice is hereby given that the United States Department of Agriculture (USDA) proposes to create a new system of records (SOR) entitled USDA/FNS-15, “National Supplemental Nutrition Assistance Program (SNAP) Information Database.”

Comment Request: SNAP Work Requirements and Screening

This collection is based on the final rule titled, Supplemental Nutrition Assistance Program: Program Purpose and Work Requirement Provisions of the Fiscal Responsibility Act of 2023 published on Dec. 17, 2024, in the Federal Register. Since it has been a while since the agency sought public comments, the agency is opening the Paperwork Reduction Act requirements for 30 days.
