SUBJECT:Supplemental Nutrition Assistance Program (SNAP) – Quality Service Control (QC) Tolerance Threshold for Fiscal Year (FY) 2022 – Corrected
MEMO CODE:SNAP QC Policy Memo: 21-01
TO:All SNAP State Agencies
All Regional SNAP Directors

The Food and Nutrition Act of 2008, as amended, requires the SNAP QC system use a tolerance level to set the monetary threshold for determining which errors are included in the national payment error rate calculation. This threshold is adjusted annually to correspond to changes in the Thrifty Food Plan (TFP). Based on changes in the TFP, the tolerance threshold will increase from $39 in FY 21 to $48 for FY 22. For FY 22, all state agencies shall use $48 as the QC tolerance level. Errors under the FY 22 threshold must be excluded in the national payment error rate calculation. All errors, regardless of dollar amount, shall continue to be reported to the Food and Nutrition Service and reported to the state’s eligibility unit in accordance with existing policy.

State agencies with questions regarding these adjustments should contact their respective regional office representatives.

Sincerely,

Barbara Murphy
Acting Director
Program Accountability and Administration Division
