SUBJECT: Supplemental Nutrition Assistance Program (SNAP) Benefit Issuance

The Food and Nutrition Service (FNS) extends our appreciation to states for their work to serve those eligible for SNAP benefits. On Sept. 30, 2023, President Joseph R. Biden signed into law the Continuing Appropriations Act, 2024 and Other Extensions Act (continuing resolution), funding the federal government through Nov. 17, 2023. This memorandum is intended to clarify the impact of the continuing resolution on upcoming SNAP benefit issuance.

Under the terms and conditions of the continuing resolution, FNS is able to provide SNAP benefits through the end of December 2023. State agencies should continue to administer the program in accordance with federal statute and regulations and follow normal processes and timelines for sending issuance files to EBT processors and issuing November and December 2023 benefits. FNS has provided SNAP administrative expenses for the first quarter. Full funding is available for the Nutrition Assistance Program (NAP) grants in Puerto Rico, American Samoa, and the Commonwealth of the Northern Mariana Islands (CNMI) through the end of December 2023.
