TO: | Regional Directors Special Nutrition Programs | SFMNP State Agency Directors All State Agencies |
This policy memorandum transmits the 2025-26 Income Eligibility Guidelines (IEGs) for the Senior Farmers’ Market Nutrition Program (SFMNP).
Income eligibility for the SFMNP is determined using income standards as prescribed under 7 CFR 249.6(a)(3) of the SFMNP regulations. The income limit is 185 percent of the federal poverty guidelines (FPGs), as adjusted. Guidelines are revised annually to reflect changes in the Consumer Price Index. The annual FPG revision for 2025 was published by the Department of Health and Human Services (HHS) at 90 FR 5917, on Jan. 17, 2025.
SFMNP state agencies are strongly encouraged to implement the updated IEGs immediately upon receipt or as soon as practicable. Implementing the revised IEGs as soon as possible ensures that participants will be certified for the upcoming season using the 2025-26 SFMNP IEGs.
A supplemental chart is attached for SFMNP state agencies to use in determining the annual, monthly, twice-monthly, biweekly, and weekly income limits. There is also a chart for families greater than eight. In addition to the 185 percent SFMNP income limit, the attached charts reference the Commodity Supplemental Food Program (CSFP) maximum income eligibility level of 150 percent of the FPGs for those SFMNP state agencies that choose to coordinate services to seniors with CSFP.
