Resource | Training and Outreach Replacing Stolen SNAP Benefits: State Plan Approvals

Congress passed a law in late 2022 to help SNAP participants who are victims of card skimming, cloning and other similar methods. To implement this new law, states are worked quickly to develop and implement processes to help people whose SNAP benefits were stolen seek and obtain relief. FNA lists approved state plans on this page. Congressional authority to replace stolen benefits expired on December 20, 2024.

The Agricultural Improvement Act of 2018 (the 2018 Farm Bill), Section 4015 Longitudinal Data for Research, approved building state longitudinal research databases containing participation information about SNAP individuals and households.
