This study — mandated by Section 4022 of the Agricultural Act of 2014 — reviews research on employment and training program components and practices that: (1) assist members of households participating in SNAP to obtain regular employment; and (2) are best integrated with state workforce development systems.
A growing number of states are realizing the potential of the SNAP Employment & Training program to help meet the urgent need of their SNAP participants for higher skills and better jobs.
The attached questions and answers provide additional policy clarification responding to state agency questions concerning the interim final rule titled SNAP Employment and Training Program Monitoring, Oversight and Reporting Measures published in the Federal Register on March 24, 2016.
FNA offered state agencies the opportunity to test whether using Quarterly Wage Report data was sufficiently accurate to verify and project earned income in certain SNAP cases. Two state agencies, Texas and Utah, agreed to participate and run projects that ran through 2014 and 2015.
This brief will address how to: Identify potential partners and reimbursable resources, including through a formal resource mapping process; educate providers about SNAP E&T to help them determine if they wish to participate as third-party partners; assess potential partners for program fit and capacity to meet program requirements; and contract with and on-board those providers with which the state opts to formally partner.
The WIC Nutrition Education Study (NEST) provides detailed information on WIC nutrition education services and includes the following two phases:
-- Phase I: Comprehensive nationally representative description of WIC nutrition education processes and features.
-- Phase II: Pilot study of the impact of WIC nutrition education on nutrition and other behaviors in six WIC sites.
This report presents the Phase I results of the study.
SNAP to Skills (S2S) is a technical assistance project funded by USDA's Food and Nutrition Administration that is designed to provide states the tools and resources they need to build more effective and job-driven SNAP E&T programs. SNAP to Skills is managed by the SNAP Office of Employment and Training and operated by Mathematica.
This rule adopts the interim rule implementing the SNAP nutrition education and obesity prevention grant program with changes as provided in this rule. This rule also amends SNAP regulations to implement section 28 of the Food and Nutrition Act of 2008, as added by section 241 of the Healthy, Hunger-Free Kids Act (HHFKA) of 2010, to award grants to states for provision of nutrition education and obesity prevention programs.
This policy memorandum transmits the 2016-2017 Income Eligibility Guidelines (IEGs) for the Special Supplemental Nutrition Program for Women, Infants and Children (WIC) that were published in the Federal Register on March 18, 2016.
The interim final rule, Supplemental Nutrition Assistance Program (SNAP) Employment and Training (E&T) Program Monitoring, Oversight and Reporting Measures, was published in the Federal Register on March 24, 2016. States are required to include reporting measures in their E&T State Plans for federal fiscal year 2017.
