This memorandum is intended to clarify FNA policy regarding men who are victims of domestic violence residing in shelters for battered women and children, which will henceforth be referred to as shelters for battered persons. Both the Food and Nutrition Act of 2008, as amended (the Act), and SNAP regulations allow certain flexibilities for victims of domestic violence who are fleeing their abuser.

This final rule amends the Food Distribution Program Regulations and TEFAP regulations to codify previously proposed food distribution provisions contained in the Hunger Prevention Act of 1988 and several nondiscretionary food distribution requirements contained in the Food, Agriculture, Conservation, and Trade Act of 1990, and the Food, Agriculture, Conservation and Trade Act Amendments of 1991.
