The Food and Nutrition Service is adopting as a final rule, without change, a direct final rule that made changes to SNAP regulations to account for the replacement of the paper coupon issuance system with the Electronic Benefits Transfer system as the nationwide method of distributing benefits to program participants.
This direct final rule updates and reorganizes the Supplemental Nutrition Assistance Program to replace paper coupon issuance system with the Electronic Benefits Transfer system as the nationwide method of distributing benefits to program recipients.
This is an affirmation of an interim rule as a final rule amending the FMNP regulations to codify three nondiscretionary provisions - authorize roadside stands, reduce the required amount of state matching funds, and increase the maximum federal benefit level - mandated in the Child Nutrition and WIC Reauthorization Act of 2004.
The interim rule and this final rule implement three legislative requirements that affect the application and certification process for the WIC program.
This rule announces that no adverse comments were received in response to the direct final rule which amends the provisions of the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) regulations to permit quarterly reporting of local agency expenditures.
