This memorandum provides notice to child nutrition program operators regarding Sections 743, 764, 767, and 789 of the Consolidated Appropriations Act 2021 enacted on Dec. 21, 2020. This revised memorandum applies to state agencies administering, and local organizations operating the federal child nutrition programs. It is revised to correct the timeframe intended by Congress for Section 743.
This memorandum provides the information needed to conduct the FY 2020 reallocation of SAE funds.
The Child Nutrition Reporting Burden Analysis Study was commissioned by FNS in response to a legislative requirement of House Report 114-531. The study examined challenges faced by SAs and SFAs related to child nutrition program administrative and reporting requirements and identifying those that contribute most to the workload for SAs and SFAs that operate CN programs.
The attached questions and answers provide policy clarification in response to changes made by Section 4005 of the Agriculture Improvement Act of 2018, enacted on Dec. 20, 2018, to the SNAP Employment and Training program and certain Able-bodied Adults without Dependents work policies.
On Dec. 20, 2018, SNAP was reauthorized as part of the Agriculture Improvement Act of 2018 (PL 115-334). Attached is an informational memorandum providing policy clarification on Section 4005 of the Act and implementation dates. Regulations reflecting revisions to SNAP made by the Act will be published as soon as possible.
