Resource | Research and Data | Assessing/Improving Operations Evaluation of the School Breakfast Program Pilot Project

FNS conducted the three-year pilot from SY 2000–2001 through SY 2002–2003. The aim of this pilot was to study the impact of the availability of universal-free school breakfast on breakfast participation and measures related to elementary school students’ nutritional status and academic performance. This pilot was not intended to evaluate the current SBP or the value of consuming breakfast.

This report is the first step in the developing recommendations for revision to the WIC food packages. It reviews the nutritional needs and assesses the dietary adequacy of the WIC target population and proposes priority nutrients and food groups and general nutrition recommendations for the WIC food packages. The Prime Vendor Pilot was conducted as part of USDA's Business Process Re-engineering efforts to improve the administration and operation of the Food Distribution Program on Indian Reservations. Under this pilot, USDA partnered with the Department of Defense, which had an existing contract with commercial vendors and distributors.

The National School Lunch Program and the School Breakfast Program are central parts of a national policy designed to safeguard and promote the nutritional well-being of the Nation’s children. The programs are administered by FNS, operating through state agencies that have agreements with the local school systems in their states. Despite the progress that has been achieved over the years in enhancing the quality of school meals, results of research conducted in the early 1990s indicated that school meals, on balance, were failing to meet certain key nutritional goals.

In 1994, FNS initiated the WIC Nutrition Education Demonstration Study. The demonstration had two components: a comparison of the effects of innovative and traditional WIC nutrition education for prenatal participants; and a study of the feasibility and effectiveness of providing nutrition education to preschool (three-and-four-year-old) WIC participants. The report summarized here describes the design and implementation of the child nutrition education demonstration and presents findings describing the effectiveness of the demonstration.

The study evaluated the effectiveness of three innovative approaches to nutrition education in the Special Supplemental Nutrition Program for Women, Infants, and Children. Two of these education innovations were designed for educating prenatal women; the third focused on nutrition education for 3- and 4-year-old WIC participants. This executive summary and report describe the evaluation and results of the educational interventions for prenatal women.

This report is the second of two reports on the nutrition of children using findings from the analysis of the 1989-1991 and 1994-1996 panels of the Continuing Survey of Food Intakes by Individuals. The key objectives of the overall study are to describe the diets of school-aged children in the United States as of the mid-1990s, examine relationships between children's participation in the school meal programs and their dietary intake, and examine changes in intake between the periods 1989-1991 and 1994-1996.
