This study is the fourth in a series that uses the National Health and Nutrition Examination Survey data to examine the relationship between SNAP participation and indicators of diet quality, nutrition, and health. As in previous studies, this study compares SNAP participants with income-eligible and higher income nonparticipants, by age and gender.
The Summer Meals Study provides a comprehensive, nationally representative assessment of the two summer meal programs operated by USDA: the Summer Food Service Program and the National School Lunch Program Seamless Summer Option. It is the first national study to simultaneously examine the facilitators and barriers to program participation among participating and nonparticipating families, sponsors, and sites. This study examines the characteristics of participating and nonparticipating children, including sociodemographic characteristics, household food security status, reasons for participation or nonparticipation, and satisfaction with the meals served to children in the summer of 2018.
This study is the first nationally representative, comprehensive assessment of the school meal programs since the updated nutrition standards for school meals were phased in beginning school year 2012-2013. A study methodology report that describes the study design, sampling and data collection and a summary report that provides a brief overview of the study and key findings from the various reports are also available.
This is the third study in the Access, Participation, Eligibility, and Certification study series, conducted in school year 2017-18. FNA relies upon the APEC series to provide reliable, national estimates improper payments made to school districts operating the NSLP and SBP. APEC studies also help identify sources of error and inform FNA policy and technical assistance for state agencies and school food authorities to reduce error. FNA conducted previous iterations of the study in school years 2005-06 and 2012-13.

The Healthy, Hunger-Free Kids Act directed USDA to study the extent to which school food authorities participating in the National School Lunch and School Breakfast programs pay indirect costs to local education agencies. It specifically requested an assessment of the methodologies used to establish indirect costs, the types and amounts of indirect costs that are charged and not charged to the school foodservice account, and the types and amounts of indirect costs recovered by LEAs.
This report is meant to be the first systematic study of the roles different organizations play in designing and implementing SNAP based incentive programs, how they choose markets for their programs, and how they evaluate success of their programs.
USDA requested that the committee provide recommendations for the updating and revision of the Nutrition Standards and Meal Requirements for the school lunch and breakfast programs. The committee was asked to (1) outline the proposed criteria and process to be used to develop recommended revisions to the Nutrition Standards and Meal Requirements for both meal programs, (2) discuss how the concepts presented in Institute of Medicine reports and focused on the application of Dietary Reference Intakes to planning and assessment will be applied to school meals in Phase II, and (3) propose plans for undertaking a sensitivity analysis and for considering cost implications and market effects.
