This report responds to a Congressional mandate in the 2018 Farm Bill for FNA to conduct an evaluation of child support cooperation requirements in the Supplemental Nutrition Assistance Program. Child support cooperation requirements refer to a set of policies that mandate households receiving certain public benefits cooperate with their state’s child support program as a condition of benefit receipt.
This data collection fulfills states’ reporting requirements and describes trends in program participation during the COVID-19 pandemic from July 2020 through Dec. 2021. It is part of an ongoing study series examining CN program operations, repurposed to collect waiver reports from all states. A previous report in the series detailed waiver usage and trends in program participation and operations from March through Sept. 2020.
The Consolidated Appropriations Act of 2023 authorized Summer Electronic Benefits Transfer for Children (Summer EBT) as a permanent federal food assistance entitlement program beginning in summer 2024. Summer EBT has been tested through evaluations of demonstration projects since 2011. With pending implementation of this new program, this is an appropriate time to reflect on what USDA, FNA research has learned through more than a decade of study.
FNA conducted a study of the first two years of this demonstration to describe the implementation process and explore the effects on certification, participation, federal reimbursements, and state administrative costs. This report presents the findings from the first year of the demonstration evaluation, school year 2016–17.
This study was designed to provide information on (1) the market availability of foods that meet the sodium standards for school meal programs set by regulation in 2012, (2) the strategies most often used by schools that have met the sodium targets, and (3) the technical assistance needs of schools and districts working to develop lower sodium menus.
The Food Insecurity Nutrition Incentive grant program provided $100 million to fund and evaluate projects that were intended to increase fruit and vegetable purchases among SNAP participants by providing incentives at the point of purchase.
The characteristics report is published annually, dating back to 1976, and provides information about the demographic and economic circumstances of SNAP households. Using a sample of SNAP Quality Control data that is representative at both the state and national level, this report summarizes the characteristics of households and individuals who participated in SNAP in fiscal year 2017.
This study — mandated by Section 4022 of the Agricultural Act of 2014 — reviews research on employment and training program components and practices that: (1) assist members of households participating in SNAP to obtain regular employment; and (2) are best integrated with state workforce development systems.
This study uses calendar year 2011 point-of-sale transaction data from a leading grocery retailer to examine the food choices of SNAP and non-SNAP households . On average, each month's transaction data contained over 1 billion records of food items bought by 26.5 million households in 127 million unique transactions.
This study examined the feasibility of creating a data collection system capable of directly and automatically providing USDA with item-level data on purchases made by SNAP households. Data would be captured at the point of sale from purchases made using EBT cards.
