The Agriculture Improvement Act of 2018 authorized the Secretary of Agriculture to carry out Healthy Fluid Milk Incentives projects to develop and test methods to increase the purchase and consumption of fluid milk of SNAP households by providing incentives at the point of purchase. The Act requires biennial reporting on the status of projects and completed evaluations. The findings for the FY 2020 award were presented in the first report to Congress. This second report presents findings from the FY 2021, FY 2022 and FY 2023 pilot projects.
 

This Report to Congress from USDA responds to a requirement established by the 2018 Farm Bill to address requirements to coordinate efforts within USDA to reduce barriers to food access. USDA has identified FNS as the Food Access Liaison to coordinate efforts and annually respond to this request. This report responds to a Congressional directive in the Further Consolidated Appropriations Bill of 2020, tasking the USDA FNS with studying challenges facing FDPIR in reaching underserved populations, specifically homebound and elderly individuals unable to travel to FDPIR distribution locations. The report summarizes findings from a survey of FDPIR program operators about how they serve these populations, challenges encountered, and recommendations for enhancing accessibility for the homebound and elderly.

Section 4031 of the Agricultural Act of 2014 required a study to determine the feasibility of operating SNAP, or an alternative model of benefit delivery, in the CNMI. This report assesses the CNMI's capacity to administer SNAP in six key SNAP program areas; describes potential barriers to implementing SNAP and modifications that might be needed; and explores which elements of SNAP could be implemented under the existing block grant structure.
