This report provides information about the demographic and economic circumstances of food stamp households in fiscal year 2005. The report draws on data for households participating in the Food Stamp Program under normal rules and thus does not include information about those who received disaster assistance after the Gulf Coast hurricanes in October 2004 and September 2005.

From July to September 2002, FNS reviewed the free and reduced price eligibility determination process (i.e., application, verification, reapplication, meal ticket status) for each of 3,474 applications selected for verification in 14 large school food authorities in the 2001-02 school year. These SFAs enroll nearly one million children, among whom 45 percent were approved for free meals and 7 percent were approved for reduced price meals as of Oct. 31, 2001.

This report is the final product of a study designed to learn about state Food Stamp Program policy choices and local implementation of these policies after the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. The report presents examples of policies and practices that may have affected client service in the FSP in terms of program accessibility, quality of service and availability of employment and training services, particularly for food stamp recipients that do not receive cash assistance (non-TANF food stamp households).

The NSLP offers free and reduced-price school meals to students from eligible households. Households with incomes at or below 130 percent of poverty are eligible for free meals, and households with incomes between 131 percent and 185 percent of poverty are eligible for reduced-price meals. Traditionally, to receive these benefits, households had to complete and submit application forms to schools or be directly certified. Direct certification, on the other hand, is a method of eligibility determination that does not require families to complete school meal applications. Instead, school officials use documentation from the local or state welfare agency that indicates that a household participates in AFDC or food stamps as the basis for certifying students for free school meals.

This report analyzes the findings from North Carolina’s Vehicle Exclusion Limit Demonstration, which excluded one vehicle per household, regardless of value, from the Food Stamp Program’s countable asset limit. Under current law, for most families, only the first $4,650 of the first vehicle’s value is excluded. Some have argued that because a reliable vehicle is often required to find and hold a job, the entire value of the first vehicle should be excluded.

From October 1, 1993 to September 30, 1996, the Food and Nutrition Service of the U.S. Department of Agriculture sponsored demonstration projects in Georgia, Hawaii, Missouri, South Dakota, and Texas to demonstrate the feasibility and effectiveness of operating the Food Stamp Employment and Training (E&T) program under the same legislative and regulatory terms as the Job Opportunities and Basic Skills (JOBS) program for Aid to Families with Dependent Children (AFDC) recipients. Common objectives of the demonstrations were to increase compliance with E&T participation requirements among mandatory work registrants, target services to individuals most at risk of long-term dependency and those most likely to benefit from E&T services, improve participant outcomes, and improve the cost efficiency of welfare to work services.
