We periodically examine SNAP benefit redemption patterns related to the timing, number, and dollar amount of transactions and the rate at which households spend down and exhaust their monthly benefits. These studies also report on the number of transactions made and the share of benefits redeemed at various types of stores.

The Rapid Cycle Evaluation project provided interested states the opportunity to test small scale operational changes for improving program operations and delivery. Colorado, Connecticut, District of Columbia, Massachusetts, Minnesota and Rhode Island participated in developing and rigorously evaluating site-specific interventions.

Resource | Research and Data Understanding How State Agencies Determine SNAP Participants’ Fitness for Work

The study used a survey and four case studies to understand how state agencies determined whether individuals were excused from the general and ABAWD work requirements or had a good cause for not meeting work requirements due to physical or mental limitations. The findings reflect on the process for determining exceptions and exemptions, in what circumstances discretion was allowed, and when verification was required.

This report responds to a Congressional mandate in the 2018 Farm Bill for FNS to conduct an evaluation of child support cooperation requirements in the Supplemental Nutrition Assistance Program. Child support cooperation requirements refer to a set of policies that mandate households receiving certain public benefits cooperate with their state’s child support program as a condition of benefit receipt.

The Consolidated Appropriations Act of 2023 authorized Summer Electronic Benefits Transfer for Children (Summer EBT) as a permanent federal food assistance entitlement program beginning in summer 2024. Summer EBT has been tested through evaluations of demonstration projects since 2011. With pending implementation of this new program, this is an appropriate time to reflect on what USDA, FNS research has learned through more than a decade of study.

Resource | Research and Data | Assessing/Improving Operations Promising Approaches and Challenges for SNAP State Agencies in Implementing Corrective Action Plans

This study reviewed corrective action plans (CAPs) for payment error rate, case and procedural error rate and quality control completion rate from eight states and describes the approaches used to develop, implement, and monitor CAPs. The study also identified challenges and promising practices and provided recommendations for improving states' ability to conduct corrective action activities.

Basic page Summer Electronic Benefit Transfer for Children (SEBTC) Demonstration Project

On Dec. 23, 2022, Congress authorized Summer EBT as a permanent, nationwide program. FNS is quickly developing more guidance on Summer EBT, and we look forward to working with our partners in states and local communities as we implement this program.
