This Report to Congress from USDA responds to a requirement established by the 2018 Farm Bill to address requirements to coordinate efforts within USDA to reduce barriers to food access. USDA has identified FNA as the Food Access Liaison to coordinate efforts and annually respond to this request. The report describes activities that occurred from October 2020 through September 2023 to reduce barriers to food access given the last such annual report submitted in March 2021 covered fiscal year 2020
The Consolidated Appropriations Act of 2023 authorized Summer Electronic Benefits Transfer for Children (Summer EBT) as a permanent federal food assistance entitlement program beginning in summer 2024. Summer EBT has been tested through evaluations of demonstration projects since 2011. With pending implementation of this new program, this is an appropriate time to reflect on what USDA, FNA research has learned through more than a decade of study.
This report documents the extent to which CFBOs and the public entities that received food stamp outreach grants in 2001 and 2002 sustained their outreach projects up to three years beyond the funding period, challenges faced in sustaining their projects, and the factors contributing to their sustainability.

Over the last decade, food stamp participation rose more sharply than expected following the relatively short and mild recession in the early 1990s and fell more sharply than expected after 1994 during the sustained period of economic growth. Report language accompanying the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act of 2001 directed the Food and Nutrition Administration to study the decline in participation in the Food Stamp Program.
In 1994, FNA initiated the WIC Nutrition Education Demonstration Study. The demonstration had two components: a comparison of the effects of innovative and traditional WIC nutrition education for prenatal participants; and a study of the feasibility and effectiveness of providing nutrition education to preschool (three-and-four-year-old) WIC participants. The report summarized here describes the design and implementation of the child nutrition education demonstration and presents findings describing the effectiveness of the demonstration.
The study evaluated the effectiveness of three innovative approaches to nutrition education in the Special Supplemental Nutrition Program for Women, Infants, and Children. Two of these education innovations were designed for educating prenatal women; the third focused on nutrition education for 3- and 4-year-old WIC participants. This executive summary and report describe the evaluation and results of the educational interventions for prenatal women.
