SUBJECT: | Updated Guidance for the Adult Day Care Component of the Child and Adult Care Food Program | |
TO: | Regional Directors Child Nutrition Programs All Regions |
State Directors Child Nutrition Programs All Regions |
The adult component of the Child and Adult Care Food Program (CACFP) was authorized by The Older Americans Act Amendments of 1987 and codified in 7 CFR §226.19a. The purpose of this memorandum is to provide updated guidance relating to the adult day care component of the CACFP. Previous guidance relating to adult day care was issued immediately following the addition of the adult day care component to CACFP by Congress. Since that time, much of the guidance has been incorporated into the CACFP regulations, thereby making the memoranda obsolete. Additionally, there have been changes to the CACFP regulations and our understanding of adult day care that are not reflected in previous guidance.
In an effort to simplify the administration of the adult day care component of CACFP, we are rescinding the previous guidance as noted below and issuing new guidance that consolidates and clarifies earlier relevant guidance.
The following memoranda are being rescinded because they include guidance that was later codified in regulation or instructions:
- Child Care Food Program Adult Day Care Provisions: Operational Memorandum 1 – Title III Meal Funding, March 15, 1989
- Child Care Food Program Adult Day Care Provisions: Operational Memorandum 4 – Free and Reduced-Price Meal Eligibility, March 16, 1989
- Child Care Food Program Adult Day Care Provision: Operational Memorandum 5 – Meal Service, March 20, 1989
- Child Care Food Program Adult Day Care Provision: Operational Memorandum 8 – Center and Participant Eligibility, April 3, 1989
- Child Care Food Program Adult Day Care Provisions: Operational Memorandum 12 – Title III Meal Funding, Sept. 19, 1989
- Child Care Food Program Adult Day Care Provisions Operational Memorandum 13 – Procurement Standards, Sept.18, 1989
- Policy Clarification on Adult Care Provisions – Free and Reduced-Price Meal Eligibility, March 21, 1989
The following memoranda are being rescinded because they relate to provisions that are no longer applicable:
- Child Care Food Program Adult Day Care Provisions: Operational Memorandum 6 – Retroactive Reimbursement, March 3, 1989
- Child Care Food Program Adult Day Care Provisions: Operational Memorandum 7 – Alternate Agencies, March 29, 1989
- Child Care Food Program Adult Day Care Provisions: Operational Memorandum 9 – Participant Income Information for Retroactive Payment, April 7, 1989

- Child Care Food Program Adult Day Care Provisions: Operational Memorandum 13 – Procurement Standards, Sept. 19, 1989
The following memorandum is being rescinded because it has already been superseded by the Child Care Food Program Adult Day Care Provision: Operational Memorandum 2, Revision 1 – Institutionalized Adults, Sept. 15, 1989:
- Child Care Food Program Adult Day Care Provisions: Operational Memorandum 2 – Participation of Institutionalized Adults, March 15, 1989
Additionally, the remaining previous memoranda related to the adult day care component of CACFP were consolidated, updated, and clarified by the following two memoranda:
- Participant Eligibility in the Adult Day Care Component of the Child and Adult Care Food Program, Aug. 7, 2012
- Center Eligibility and Licensing/Approval in the Adult Day Care Component of the Child and Adult Care Food Program, Aug. 7, 2012
