Ken Constable serves as Deputy Administrator of the Food and Nutrition Administration's Office of Retailer Operations & Compliance.
Ken joined USDA in January 2007 as a student intern in the Food and Nutrition Administration's Philadelphia Field Office while completing his senior year at Pennsylvania State University. Following graduation, he became a Program Specialist, supporting SNAP retailer management and operations.
When the Retailer Operations Division transitioned to a nationwide organization in 2013, Ken played a pivotal role in establishing and developing the branch responsible for retailer monitoring and fraud detection. His efforts helped lay the foundation for the modern oversight framework that continues to strengthen program integrity today.
During his extensive career with FNA, Ken advanced through a series of leadership positions, including Section Chief, Branch Chief, Director, and Acting Deputy Administrator, before assuming his current role as Deputy Administrator. Throughout these roles, he has provided strategic leadership for the authorization and oversight of SNAP retailers and meal service providers, directing national efforts in monitoring, fraud detection, investigations, compliance actions, due process, and the enforcement of sanctions for program violations.
A recognized leader in retailer management and program integrity, Ken has remained committed to strengthening fraud prevention and regulatory compliance across SNAP operations. His leadership has advanced accountability, enhanced oversight capabilities, and supported the agency's mission to protect taxpayer resources while safeguarding nearly $100 billion in annual SNAP redemptions.
