SUBJECT: Supplemental Nutrition Assistance Program (SNAP) – FY 2022 Cost of Living Adjustments Without Maximum Allotments
TO: All SNAP State Agencies
All Regions

This memorandum provides the federal fiscal year (FY) 2022 Cost-of-Living Adjustments (COLA) to the Supplemental Nutrition Assistance Program (SNAP), income eligibility standards, and deductions for the 48 contiguous states and D.C., Alaska, Hawaii, Guam and the U.S. Virgin Islands. Under the Food and Nutrition Act of 2008, COLAs are effective as of Oct. 1, 2021.

Please note that this memorandum does not include the SNAP maximum allotment adjustments. FNS acknowledges that the maximum allotment adjustments are necessary for states to implement the COLAs by Oct. 1, 2021. FNS is working to finalize those figures and will release them separately.

The shelter cap value increased by $11 to $597 for the 48 states and D.C. The shelter cap values for Alaska, Hawaii, Guam and the U.S. Virgin Islands also increased. The homeless shelter deduction increased to $159.73 for the 48 states, D.C., Alaska, Hawaii, Guam, and the U.S. Virgins Islands. The standard deduction for household sizes 1 through 3 increased to $177 a month for the 48 states and D.C. The standard deduction amounts for Alaska, Hawaii, Guam, and the U.S. Virgin Islands also increased.

The resource limit for households will increase by $250 to $2,500 for the 48 states and the District of Columbia, Alaska, Hawaii, Guam, and the U.S. Virgin Islands. The resource limit for households where at least one person is age 60 or older, or is disabled, will also increase by $250 to $3,750.

Regional offices should ensure that their states are apprised of these changes. State agencies with questions regarding these adjustments should contact their respective regional office representatives. Regional office staff with questions should contact Arpan Dasgupta at Arpan.Dasgupta@usda.gov.
