FY 2019 SNAP Fraud Framework Implementation Grant Awards

On July 16, 2019, FNS awarded nearly $5.1 million in SNAP Fraud Framework Implementation Grants to support state agency efforts to improve and expand recipient fraud prevention, detection, and investigation efforts using the procedures, ideas and practices outlined in the SNAP Fraud Framework.

FY 2019 Award Summaries

The 2019 recipients of SNAP Fraud Framework Grants include the following state agencies:

  • New Jersey Department of Human Services ($744,600)
    Development and implementation of the Insider Threat Detection System (ITDS) – a sophisticated data-driven analytics framework aimed at detecting insider fraud.
  • Michigan Department of Health and Human Services ($738,649)
    Development of a predictive modeling component along with strengthened data management processes, supported with training to allow for the sustainable support of these systems. Additionally, new data related to the assistance application process will be captured and used to bolster investigations of identity theft and SNAP trafficking.
  • District of Columbia Department of Human Services ($475,250)
    Development of an integrated SNAP fraud case management system to modernize the investigative lifecycle and shift toward a data-driven case prioritization model; creation of a fraud detection-focused training curriculum to be required for DHS staff; and enhancement of fraud investigation capabilities.
  • Hawaii Department of Human Services ($373,500)
    Anti-fraud effort improvement using data analytics and business process redesign, to include development of algorithms to detect fraud, investigation workflow redesign, data cleanup, and fraud-focused training for staff.
  • Oklahoma Department of Human Services ($408,076)
    Develop an interviewing framework to better determine risk factors and areas of concern during recipient interviews; and establish data analytics procedures to utilize available information to mitigate benefit misuse.
  • Texas Health and Human Services Commission ($336,994)
    Internal professional development and training for eligibility staff and investigators to help staff understand their roles in preventing fraud; external outreach materials for SNAP recipients to communicate the appropriate use of benefits.
  • Florida Department of Children and Families ($301,047)
    Enhancement of data analytics capabilities through the implementation of a modern data management solution and automation of manual tools.
  • Delaware Department of Health and Social Services ($729,680)
    Implementation of a fraud data analytics system to store, track and analyze an array of metrics related to the identification and evaluation of potentially fraudulent activity in the program.
  • Tennessee Department of Human Services ($496,927)
    Strengthening SNAP fraud data governance and analysis techniques through the hiring of intelligence analyst contractors; expansion of data architecture; strengthening staff knowledge and investigative skills.
