The purpose of this memorandum is to transmit guidance regarding the sale of, or intent to sell, Special Supplemental Nutrition Program for Women, Infants and Children foods, benefits and/or EBT cards verbally, in print or online through websites such as Craigslist, Facebook, Twitter, eBay, etc.
On Aug. 10, 2011, we announced a time-limited, specific exception to the cost allocation requirements set forth in OMB Circular A-87 that requires benefiting programs to pay their share of the costs associated with building state-based information technology systems. This final rule amends regulations governing the Special Supplemental Nutrition Program for Women, Infants and Children (WIC) to incorporate certain nondiscretionary provisions of the Healthy Meals for Healthy Americans Act of 1994, enacted on Nov. 2, 1994, the Pro-Children Act of 1994, enacted on Aug. 31, 1994, the Cash Management Improvement Act of 1990, enacted on Oct. 24, 1990, and the Personal Work Responsibility and Reconciliation Act of 1996, enacted on Aug. 22, 1996.

EBT systems in the WIC program encompass a wide spectrum of functions including the automation of the food benefit issuance and redemption process as well as exchange of client data.
