This memorandum provides clarification regarding households determined to be categorically eligible for FDPIR in accordance with provisions at sections 4300-4320 of Food and Nutrition Service (FNS) Handbook 501.
The purpose of this memorandum is to clarify which student financial assistance programs are excluded as income for the purposes of determining eligibility under FDPIR.
This study was designed to assess whether the elimination of the eligibility interview at certification and recertification would have adverse effects on client and worker outcomes. FNS awarded grants to two States—Oregon and Utah—to conduct demonstrations in which the eligibility interviews at certification and recertification were completely eliminated. An analysis of the demonstrations that provide estimates of the contributions of eligibility interviews in determining SNAP eligibility and benefits was conducted.
This memorandum provides revised policy guidance on certification periods pertaining to zero income households in FDPIR. FNS Handbook 501 provides that households who report zero income month after month must be asked as to how they sustain themselves and other household members.

The American Recovery and Reinvestment Act of 2009 created the Filipino Veterans Equity Compensation Fund for certain veterans, or surviving spouses of veterans, who served in the military of the Government of the Commonwealth of the Philippines during World War II.
Per CSFP regulations, participants are prohibited from receiving CSFP benefits and WIC benefits at the same time. However, there is no prohibition against simultaneous participation in CSFP and other FNS programs including but not limited to SNAP, TEFAP, and the SFMNP, provided the eligibility requirements for these programs are met.
