The previous version of this memorandum contained incorrect references to state agencies throughout. FNS is correcting this memorandum to remove the incorrect references and so that it more clearly and accurately reflects the federal regulations. This memorandum notifies state agencies and child nutrition program operators of the changes made by OMB to the federal informal procurement method, micro-purchases and the micro-purchase threshold.

The following report addresses actions taken by FNS to comply with the Consolidated Appropriations Act 2021 which directed USDA to establish a Task Force to study measures to streamline the redemption of WIC benefits in a manner that promotes convenience, safety, and equitable access to WIC supplemental foods for participants in the WIC program.

Resource | Policy Extending the Temporary Increase in the Cash-Value Voucher/Benefit

The Further Extending Government Funding Act of 2022 directs USDA to extend through the second quarter of fiscal year 2022 the temporary increase in the WIC Cash-Value Voucher/Benefit for fruit and vegetable purchases. The increased amount applies to all women and children participants and aligns with recommendations by the National Academies of Science, Engineering and Medicine.

Resource | Policy Implementation of the Extending Government Funding and Delivering Emergency Assistance Act Temporary Increase in the CVV Benefit for Fruit and Vegetable Purchases

Under Section 118 of this Continuing Resolution, USDA is directed during the first quarter of fiscal year 2022 (Oct. 1, 2021 to Dec. 31, 2021) to temporarily increase the WIC Cash-Value Voucher/Benefit (CVV/B) for fruit and vegetable purchases for women and children participants to an amount recommended by the National Academies of Science, Engineering and Medicine (NASEM) and adjusted for inflation.

This guide consolidates and underscores FNS policy concerning waivers of the ABAWD time limit and replaces its predecessor, FNS' December 2016 Guide to Supporting Requests to Waive the Time Limit for Able-Bodied Adults without Dependents (ABAWD). FNS advises state agencies to use this guide to understand, obtain, and prepare evidence that successfully supports an ABAWD time limit waiver request based on relevant sections of the Act; federal regulations; and historical SNAP policy.

Resource | Research and Data | Assessing/Improving Operations Study of School Food Authority Procurement Practices

The Study of School Food Authority (SFA) Procurement Practices is the first study from the U.S. Department of Agriculture (USDA), Food and Nutrition Service to comprehensively describe and assess the decision-making process regarding school food procurement practices at the SFA level. The sample for this study was a subset of the 1,679 SFAs that participated in the Child Nutrition Operations Study II (CN-OPS-II), which included a module on SFA procurement practices in school year (SY) 2016–17. Findings are based on the perceptions and experiences of the SFA and they may not reflect actual regulations and policies; this study was not an audit.
