Automated Standard Application for Payments (ASAP)
The ASAP system is a secure, web-based electronic payment system that interfaces with the FNS financial management system and allows recipients to access their grant funds via a Letter of Credit (LOC). FNS requires an ASAP enrollment form for those organizations that do not have an ASAP account established with FNS. The form is located here:
Catalog for Federal Domestic Assistance (CFDA)
The CFDA, managed by General Services Administration (GSA), provides a full listing of all Federal programs available to state and local governments (including the District of Columbia; federally-recognized Indian tribal governments; Territories (and possessions) of the United States; domestic, public, quasi-public, and private profit and nonprofit organizations and institutions; specialized groups; and individuals. CFDA contains financial and nonfinancial assistance programs administered by departments and establishments of the federal government. FNS OCFO works directly with GSA and OMB to establish CFDA numbers. FNS cannot publish opportunities on Grants.gov without an associated CFDA number.
Data.Gov
Created in 2009 and maintained by the Office of Management and Budget, this website’s purpose is to increase public access to high value, machine-readable datasets generated by the executive branch of the federal government. The site is a repository for data collected by the government that is not private or restricted for national security reasons.
Unique Entity Identifier (UEI)
A UEI is a unique number assigned to all entities (public and private companies, individuals, institutions, or organizations) who register to do business with the federal government.
Federal Audit Clearinghouse (FAC)
The primary purposes of the FAC (https://harvester.census.gov/fac/) are to disseminate audit information to federal agencies and the public, support OMB oversight and assessment of Federal award audit requirements, assist federal cognizant and oversight agencies in obtaining data and reporting packages and to help auditors and auditees minimize the reporting burden of complying with 2 CFR 200 Subpart F audit requirements. In accordance with 2 CFR 200.512, FNS grantees and subrecipients that expend $750,000 or more in a year in federal awards must have an audit conducted and submitted to the FAC. If a grantee or subrecipient expends less than $750,000 a year in federal awards, it is exempt from the audit requirements for that year.
Federal Awardee Performance and Integrity Information System (FAPIIS)
FAPISS is a publicly accessible website that provides information pertaining to the past performance of applicants. Per 2 CFR 200, federal awarding officials are required to review FAPIIS as part of a pre-award risk assessment before making a grant award greater than $150,000.
FFATA Sub-Award Reporting System (FSRS)
FSRS is the reporting tool federal prime awardees (i.e., prime contractors and prime grants recipients) use to capture and report subaward and executive compensation data regarding their first-tier subawards to meet the federal reporting requirements per the Federal Funding Accountability and Transparency Act (FFATA). FFATA legislation requires information on federal awards (federal financial assistance and expenditures) be made available to the public via a single, searchable website, which is www.USASpending.gov.
Food Programs Reporting System (FPRS)
FNS FPRS serves as the primary collection point for FNS program activity information and enables data reporting by FNS grantees. Discretionary grant recipients and recipients of cooperative agreements are required to use FPRS to submit financial reports.
Grants.gov
Grants.gov is the one-stop shop to FIND and APPLY for federal grants. Grants.gov centralizes more than 1,000 different grant programs across the 26 federal grant-making agencies awarding more than $500 billion annually. FNS posts Requests for Applications (RFAs) for competitive grant and cooperative agreements on Grants.gov, outlining submission requirements. Applicants are required to register in Grants.gov to submit applications, which also requires an active DUNS/SAM.gov registration (see D&B and SAM descriptions below). System for Award Management (SAM)
SAM.gov is a federal government owned and operated free web site that consolidates the capabilities in Central Contractor Registration (CCR)/FedReg, Online Representations and Certifications Applications (ORCA) and the Excluded Parties List System (EPLS). An active SAM.gov registration is required in order to do business with the federal government. FNS applicants are encouraged to register with SAM.gov as early as possible to avoid potential processing delays that would prevent applicants from submitting an application in Grants.gov.
USASpending.Gov
Created as a result of FFATA and managed by the General Services Administration (GSA), USASpending.gov tracks federal spending to provide taxpayers with a view into how their money is used in communities across the United States. The website provides data on the various types of contracts, grants, loans, and other types of federal spending.
