This is the third study in the Access, Participation, Eligibility, and Certification study series, conducted in school year 2017-18. FNS relies upon the APEC series to provide reliable, national estimates improper payments made to school districts operating the NSLP and SBP. APEC studies also help identify sources of error and inform FNS policy and technical assistance for state agencies and school food authorities to reduce error. FNS conducted previous iterations of the study in school years 2005-06 and 2012-13.
This report is meant to be the first systematic study of the roles different organizations play in designing and implementing SNAP based incentive programs, how they choose markets for their programs, and how they evaluate success of their programs.
This report responds to the requirement of PL 110-246 to assess the effectiveness of state and local efforts to directly certify children for free school meals. Direct certification is a process conducted by the states and by local educational agencies to certify eligible children for free meals without the need for household applications.
The Food, Nutrition and Conservation Act of 2008 (also known as the Farm Bill) authorized funds to pilot test and rigorously evaluate the impact of financial incentives at the point-of-sale for the purchase of fruits, vegetables or other healthful foods on the diet quality of participants in the Supplemental Nutrition Assistance Program FNS refers to this effort as the Healthy Incentives Pilot or HIP. HIP operated for 14 months in Hampden County, MA.
Using Food Stamp Quality Control data from fiscal year 2000, this analysis suggests that the simplified reporting policies adopted by states in 2004 could have lowered error rates by 1.2 to 1.5 percentage points.
