A summary of past research on program operations and outcomes related to the Food Stamp Program.

An important measure of the Food Stamp Program’s performance is its ability to reach the people it is meant to serve. This report presents estimates of the food stamp participation rate among eligible working poor persons in each state. Working poor persons are defined as individuals living in house holds in which at least one member had earnings from a job. The participation rates are presented for an average month in fiscal year 2002 and the two previous fiscal years.

This analysis seeks to determine three things: whether differences in participation rates by benefit levels persist in a more recent period, whether these differences are similar across various demographic groups, and the distribution or share of eligible nonparticipants relative to potential benefits.

The Food Stamp Program helps low-income individuals purchase food so that they can obtain a nutritious diet. This report is the latest in a series presenting estimates of the percentage of eligible persons, by state, who participate in the Food Stamp Program. The participation rate – a ratio of the number of participants to the number of people eligible for benefits – is an important measure of program performance. 

In this report we discuss our progress in deriving state participation rates for the working poor. We build upon recent studies examining national participation rates for socioeconomic and demographic subgroups and rates for states among the entire eligible population.

This report is the latest in a series of publications presenting estimates of the percentage of eligible persons, by state, who participate in the Food Stamp Program. This issue presents food stamp participation rates for states in an average month in fiscal year 2001 and for the two previous fiscal years. These estimates differ slightly from those reported last year because of the change in the reference period from the month of September to the average month across the fiscal year, and improvements in data and methods.

This report is the latest in a series on trends in Food Stamp Program participation rates based on the March Current Population Survey. This report focuses on changes in rates from 1999 to 2001. Two sets of participation rates are presented: one for September and the other an average for each fiscal year. The September participation rates provide a point-in-time estimate whereas the FY rates provide an average rate over the course of a year.

Previous studies have shown that participation rates are higher among people eligible for a relatively large food stamp benefit than among those eligible for a comparatively small benefit. This analysis seeks to determine whether or not this relationship between participation rates and benefits holds for different demographic groups within the food stamp population. This analysis confirms that the relationship holds for most demographic groups. Surprisingly, the analysis also shows that there are many nonparticipating individuals eligible for relatively large benefits
