The Consolidated Appropriations Act of 2023 authorized Summer Electronic Benefits Transfer for Children (Summer EBT) as a permanent federal food assistance entitlement program beginning in summer 2024. Summer EBT has been tested through evaluations of demonstration projects since 2011. With pending implementation of this new program, this is an appropriate time to reflect on what USDA, FNS research has learned through more than a decade of study.
This study represents the final findings of the Food Insecurity Nutrition Incentive Grant (FINI) Evaluation. The study Includes information about the amount of incentives issued and redeemed at FINI retailers and characteristics of the retailers involved in the grant program. Overall, over 71 percent of benefits issued were redeemed. Redemption rates were highest at retailers that specialized in selling fruits and vegetables.
Section 4022 of the Agricultural Act of 2014 authorized and funded the SNAP employment and training (E&T) pilots and the evaluation. The interim summary report presents short-term findings drawn from the 10 pilot-specific interim evaluation reports. This study is the eighth in a series of studies that examine the rate of benefit trafficking SNAP, annualized amount of benefits trafficked, and store violation rate. The estimates are presented as ‘current estimates’ that are calculated to be comparable to past studies, and as ‘updated estimates’ that are calculated to be comparable to other trafficking reports released by FNS.
