FNS conducted the Study of Nonresponse to the School Meals Application Verification Process to examine (1) the accuracy of the current verification process, (2) district practices when verifying applications for cause, and (3) the ultimate results of the verification process, including the reasons why households do not respond to verification requests and how many households reapply.

This report responds to the legislative requirement of PL 110-246 to assess the effectiveness of state and local efforts to directly certify children for free school meals. Under direct certification, children are determined eligible for free school meals without the need for household applications by using data from other means-tested programs.

Over the last decade, food stamp participation rose more sharply than expected following the relatively short and mild recession in the early 1990s and fell more sharply than expected after 1994 during the sustained period of economic growth. Report language accompanying the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act of 2001 directed the Food and Nutrition Service to study the decline in participation in the Food Stamp Program.

This report responds to a Congressional mandate for the Food and Nutrition Service (FNS) to establish a long-range plan for the development and implementation of state agency Information Systems (IS) in the WIC program. In the development of this plan, FNS reviewed state agency system capabilities and consulted with the National WIC Association as well as systems experts. The WIC 5-Year Technology Plan included in this Report to Congress outlines the Agency’s goals, objectives, and strategies to address the current and future needs of WIC systems.
